Mr. Gul announced he was withdrawing his nomination after parliament Sunday failed during two roll calls to reach the two-thirds quorum needed for a presidential vote.
Turkey’s Constitutional Court has annulled parliament’s first-round of voting late last month in favor of Mr. Gul because there were not enough lawmakers present for the vote to be valid.
